There is a room up there. It’s closed off to everyone due to fire-code reasons. It’s undecorated and empty. It’s once immaculate view of all of philadelphia is now blocked by City Hall. There is only one staircase leading to it. For that reason, nobody is allowed up. It used to be a lodge room.
By the way, since I work there, this is a verifiable reason.
There’s supposed to be a Lodge room waaaay up in the tower that no one’s allowed into, for a variety of unverifiable reasons. I’d like to see if it’s really there.
